First Observer Plus™

First Observer Plus™ is a Department of Homeland Security program, administered by the Transportation Security Administration (TSA) to promote surface transportation security within the U.S. by training transportation professionals to Observe, Assess, and Report potential terrorist activity.



To provide transportation professionals with the knowledge needed to recognize suspicious activity possibly related to terrorism, guidance in assessing what they see, and a method for reporting those observations.


The program provides modally-specific anti-terrorism and security awareness training to surface transportation professionals using individualized training modules for each of the following modes/sub-modes:
Mass Transit
  • Passenger Rail
  • Subways
  • Transit Bus
   Highway & Motor Carrier
  • Over-the-Road Bus
  • School Transportation
  • General Trucking
Highway & Motor Carrier
  • General Parking
  • Vehicle Rental
  • Highway Infrastructure
Freight Rail

TSA has also established a First Observer Plus™ hotline to report transportation related suspicious activities that may not rise to the level of an emergency, and has staff available 24/7 to handle incoming non-emergency calls.
